This item is a Huber Suhner part number 3403.17.0003 Lightning Protector and Surge Arrestor. These have some electronics in the can, and there is a replaceable gas tube inside the Antenna connector.
I was unable to find official specs for this part number. We did a sweep on a Network Analyzer, and the graph of the response is shown below. It looks like the operating range is roughly 1300 - 1800 MHz. GPS frequencies in the 1500 MHz range fall right in the middle of this, so that is what I assume these were designed for.
These units are Brand New and unused.
