The main starter body looks New to me, and the enclosure also looks new, if it is used it was only used for a very short time, the enclosure still has all the hole knockouts in place yet and there are no marks on the paint inside to show it has ever been secured to anything. The start stop pushbutton piece appears to be used, it is resting down inside the enclosure in the photo on the right side, it is in good shape, someone must have lost the new one, but I checked it and it fits in place so it is the correct set of push buttons for this unit
