It was not turning on, but now it is.

It had a loose bulb that was touching the case (ground)...*fixed*
I upgraded all the power supply components (diodes, caps, resistors) *fixed*
I replaced all the light bulbs *fixed*
I changed the power transformer tap connection, to allow standard for US wall power (115v) *fixed*
I added a new power connector (see photo) *fixed*
I don't have a manual, so I'm not exactly sure how it works.......this is your research.
I'm losing money on this, because of the work involved...but hey, you win.
Sold to North America locations only.
